    Well in the democracy that we live in its gov't for the people by the people, so I would say the American people control congress...wouldn't you?

    As a reasonable and for the most part compassionate conservative I would tend to agree with that statement. The only combination that could beat that ticket in my mind would be Allen/MCcain

    It's a trick question--Congress doesn't control itself, the people don't control Congress...

    McCain's 2001 cuts-Additional $24,400,000 above request for various earmarked projects for the Levisa and Tug Forks and Upper Cumberland ,Title IV: Independent Agencies

    -Additional $5,000,000 above request for the Appalachian Regional Commission
    Title V: General Provisions

    -Language adding requirements for the purchase of American-made equipment and products.

    Earmark of $1,300,000 for the development of a Foundational Floodplain Management Geographic Information System for East Baton Rouge Parish, Louisiana

    Language directing the Corps of Engineers to continue the Dickenson County, Virginia, report.

    Language directing the Corps of Engineers to convey real property to the Board of Mississippi Levee Commissioners.

    Mr. President, I respect the work of my colleagues on the appropriations committee. However, I do not believe that the Congress should have absolute discretion to tell the Army Corps or the Bureau of Reclamation how best to spend millions of taxpayer dollars for purely parochial projects.
